Objective of consultation

CWE regulators welcome TSOs’ proposal which consists of a single set of rules and a single auction interface for the whole region. This is an important step towards the regional integration of electricity markets. Due to this initiative, competition and liquidity in the CWE region may be expected to increase.

Stakeholders are invited to give their opinion on three documents:
- TSOs proposal for a single set of rules for the CWE region (document “TSOs proposal for CWE auction rules.pdf”), and
- Regulators’ common observations on this proposal (document “Regulators position on CWE auction rules.pdf”).
- TSOs’ reaction on these observations (document “TSOs answer on regulators observations.pdf”).

No particular questions are raised: stakeholders can freely comment all documents. However, the viewpoints of stakeholders should preferably not only contain opinions but also arguments and explanations that substantiate the opinion. The CWE regulators will analyse the responses and will decide on a common way forward.

The answers to this consultation should be sent, preferably in English and no later than 4 November 2008 13 November 2008 to the CREG.

Confidentiality

Unless indicated by contributors as confidential, all contributions may be published by each of the regulators. Requests for confidentiality and/or anonymity of contributions will be considered under the applicable Freedom of Information Acts. However, all contributions will be shared among the five CWE regulators.
