The South-West electricity REM is led by the Spanish Energy Regulator (CNE) and aims to integrate the electricity markets of France and the Iberian peninsula (MIBEL) into a single regional  electricity market.

Annual electricity consumption in the South-West REM is about 780 TWh of electricity consumption, around 30% of the EU 25 electricity market.

In South-West Europe a regional integration process has been taking place since July 1998: the establishment of the Iberian Electricity Market (MIBEL), integrating the Spanish and Portuguese markets, was established in July 2007.

Over the last few years, an important regulatory convergence has been achieved and the Portugal-Spain interconnection capacity has been doubled. As parallel processes and sharing the same aims, MIBEL and the ERGEG RI are being coordinated to take advantage of the relevant synergies.

An action plan for 2007-2009 was agreed by all stakeholders in the 1st Implementation Group Meeting on 20 July 2007.

In addition to the RCC, SG and IG, this region has a High Level Group (HLG) chaired by the European Commission that gathers high-level representatives from Ministries as well as Presidents of NRAs, TSOs and PXs. The 1st HLG meeting was held on 27 June 2007 in Brussels and the action plan for 2007-2009 was formally presented. A 2nd meeting took place on 19th February 2008 in Madrid showing good progress in the region.
