This ERGEG opinion provides views on ENTSO-E's pilot Community-wide Ten-year Electricity Network Development Plan (TYNDP). It is based on the requirements defined by ERGEG in its June 2010 Advice on the TYNDP (E10-ENM-22-03). The opinion suggests a number of improvements to the TYNDP, ahead of the preparation of the first official Community-wide TYNDP in 2012. The regulators' review is done in accordance with the legislative requirements in the 3rd Package and as guidance for ENTSO-E work in this area.

This document presents ERGEG's monitoring of compliance across the EU with Regulation (EC) No. 1228/2003 and the annexed Congestion Management Guidelines (CM Guidelines). The data collected from the National Regulatory Authorities for this report show that although there has been progress since the Second Compliance Report and there is full compliance in some areas, there is still potential for higher compliance, especially on inter- and intra-regional coordination and coherence in congestion management methods and procedures.

ERGEG recommends a set of actions to different stakeholders in order to ensure that the requirements of the Regulation and the CM Guidelines are properly met.

Following a request from the European Commission, ERGEG prepared this advice on electricity data transparency. It contains propositions on requirements for publishing information on generation, load, transmission and interconnectors as well as balancing. Furthermore, it is proposed that a central information platform for publishing the electricity data is established.

The advice has been submitted to the European Commission for its use in developing binding comitology guidelines in this area.

These recommendations to national energy regulatory authorities can be applied for cost-estimation studies on customer and society costs due to electricity interruptions and voltage disturbances. The GGP include explanations of all the steps to be taken when undertaking such studies (including a checklist) and give recommendations on the choices to be made throughout, though some will depend upon country-specific characteristics.

Development of the GGP was supported by a CEER-commissioned consultancy study.

This ERGEG Benchmarking report on medium and long-term electricity allocation rules compares and identifies the best practices of ERGEG´s Regional Initiatives concerning medium and long-term electricity transmission capacity allocation rules. Using this document, ERGEG will be able to identify next steps in this topic to work towards the harmonisation in long-term products. Indeed, a single European set of auction rules for medium and long-term capacity rights would facilitate cross-border trade on a long term basis.

European regulators recognise that, in the face of ambitious renewable energy targets, increasing proportions of wind generation gives rise to particular challenges and opportunities for the European electricity market. CEER considers that it is no longer appropriate to consider wind generation in isolation from the rest of the market and that, in addressing the issues associated with the market and network arrangements, it is preferable for wind generation to be integrated into the rest of the market. There are three areas in particular where the integration of wind generation needs to be factored into policy decisions: electricity market arrangements, network arrangements and the development of a supergrid. CEER's recommendations call for a more transparent, cost-reflective and efficient approach that encourages, rather than inhibits, the deployment of wind generation and increased market integration. CEER suggests that many of the issues are considered within the work on EU framework guidelines and network codes.

This Conclusions Paper presents a set of conclusions (7) and recommendations (10) that should be taken in account, where appropriate, by European and national decision-makers when discussing smart grids. The paper focuses on three key areas - definition and drivers of smart grids; opportunities and regulatory challenges; and priorities for regulation. The conclusions and recommendations drawn from this experience will be important for ERGEG to effectively advise the European Commission in developing the future European policy framework for smart grids, as smarter networks are expected to be a key facilitator in the transition to a low-carbon energy sector.

This document sets out ERGEG’s advice for the development of the Community-wide ten-year electricity network development plan. The advice focuses on both the Community-wide ten-year network development plan and the regional investment plans (which are formed on the basis of national plans and should be consistent with each other). It maps the roles and responsibilities of the involved parties and presents the regulatory criteria applied in the opinion-forming process. The main tasks in the planning process, stakeholders’ involvement and the contents of the Community-wide ten-year network development plan are also identified. ERGEG will use this document when giving its duly reasoned opinion on the ENTSO-E draft Community-wide ten-year network development plan.
