CEER Vision for a European Gas Target Model. Conclusions Paper Ref. C11-GWG-82-03, 1 December 2011
Following a request from the 18th Madrid Forum, European energy regulators committed to produce a vision paper on a conceptual model for European gas markets (the “gas target model”). Building on regulators’ work to date (including on framework guidelines in specific areas), the feedback from four dedicated public workshops and one workshop discussing the view of academia, the outcome of the CEER call for evidence (5 November 2010 to 7 January 2011) and the CEER public consultation (5 July to 20 September 2011) and the discussions at the 19th and 20th Madrid Fora, the current conclusions paper sets out the vision for the European Gas Market in 2014 and beyond. Furthermore, this paper proposes measures to achieve the goal of the Internal Energy Market by 2014 in line with the commitment of the European Council of 4 February 2011.

Transparency requirements for natural gas. Summary of responses document Ref. C11-GWG-81-04, 8 November 2011
European energy regulators carried out a public consultation on existing transparency requirements for natural gas to gather views on existing legally binding and voluntary transparency requirements, requirements introduced or made binding by the 3rd Package as well as on a possible need for additional transparency requirements on the different parts of the gas value chain. The summary of responses document sums up the responses received from stakeholders.
The public consultation questionnaire included 7 questions and offered space for comments. All in all, 32 responses from stakeholders from all parts of the gas value chain, including production, transmission, storage, LNG and trading were received.

Amendment of the Guidelines of Good Practice for Third Party Access (TPA) for Storage System Operators (GGPSSO): Guidelines for CAM and CMP Ref. C11-GST-15-03, 14 July 2011
This CEER document presents an Amendment of the Guidelines of Good Practice for Third Party Access (TPA) for Storage System Operators (GGPSSO) in gas, regarding the provisions on capacity allocation (CAM) and congestion management (CMP).
Following stakeholder feedback, CEER has prepared two revised guidelines, one for CAM and one for CMP, to be integrated in the existing GGPSSO.

This document C11-GWG-74-03 is a CEER document on Evaluation of Comments
of the public consultation on the CEER vision paper for a conceptual model for the
European gas market
European regulators have committed to produce, by the end of 2011, a vision
paper on the gas target model. A Call for Evidence on the conceptual model for
European gas market was launched on 5 November 2010 to understand
stakeholders’ initial views on what should be considered. The consultation period
ended on 14th January 2011. This paper summarises stakeholder views from the
Call for Evidence.

Monitoring Report 2010 on CAM and CMP on selected interconnection points

The present report sums up and analyses the outcome of a monitoring exercise
carried out by ERGEG in early summer 2010 on capacity allocation mechanisms
and congestion management procedures at selected interconnection points in
Europe. The survey was carried out on the basis of provisions from Regulation
(EC) 1775/2005. ERGEG was asked by the European Commission to do this
analysis as an input for the comitology procedure on revising Chapter 2 of Annex I of Regulation (EC) 715/2009.

Amendment of the GGP SSO

In this document, ERGEG presents the final proposals that will be incorporated in the GGPSSO.
ERGEG aims with these guidelines for CAM and CMP to ensure a level playing field from which
market players will benefit. In general, without these additional guidelines the market might
remain as it is today for a long time namely congested in some parts of the EU.
