ERGEG, following a request from the European Commission, has developed and further refined the drafts of Guidelines on Congestion Management presented in September 2004. It is intended that, following public consultation and formal ERGEG advice, they be adopted by the Commission as binding Guidelines as provided for in Regulation 1228/2003.
On 10 August 2004 ERGEG set out its commitment to consult on the development of policy recommendations and other relevant matters and published its consultation procedures. Such procedures recognize the importance of providing expert input and views, and the need to consult a full range of interested parties in a transparent way.
Accordingly, ERGEG invited comments from any interested parties concerning the enclosed draft Guidelines on Congestion Management and on the Explanatory Notes to the Guidelines. Amendments to the September 2004 text are visible on the text of these documents.
Next it can be downloaded introductory notes where each consultation process is explained and the Draft Guidelines subject to consultation.
