Public Consultation on Draft Guidelines of Good TPA Practice for LNG System Operators

ERGEG Draft Guidelines on Good Practice on TPA for LNG System Operators – An ERGEG Public Consultation Paper [E07-LNG-03-06] address the basic principles for access tariffs; the role and duties of LSOs in providing TPA services, as well as other conditions and requirements to assure proper TPA services; the principles underlying the capacity allocation and congestion management procedures; transparency requirements; and trading of capacity rights.
This Draft GGP have been prepared on the basis of the provisions on regulated Third Party Access (rTPA) to LNG facilities as set out in the Directive 2003/55/EC and Regulation 1775/2005/EC. ERGEG has also taken into account: (i) its Guidelines for Good TPA Practice for Storage System Operators (GGPSSO); (ii) the CEER Recommendations for Guidelines for Good Practice in relation to TPA services, tarification, balancing; and (iii) the CEER paper on calculation methodologies and transparency requirements with regard to available capacities of gas transmission, LNG and storage facilities.
ERGEG seeks stakeholders’ views on several issues covering: (i) general questions regarding GGPLNG scope and implementation; (ii) access tariffs to the system; (iii) TPA services; (iv) capacity allocation and congestion management; (v) transparency requirements; and (vi) trading of capacity rights. ERGEG welcomes also any additional comments to the GGPLNG. Answers should be received by 23 January 2008 and should be sent by email to GGPLNG@ergeg.org Following the end of the public consultation period, ERGEG will publish all comments received from stakeholders. Any respondents wishing ERGEG to treat its contribution as confidential should clearly state this in their reply and endeavour to give any confidential material in annexes that can be separated from publishable non-confidential material.
