GENERAL INFORMATION
KEY ACHIEVEMENTS SO FAR - February 2008

General issues

 

Priority I: Congestion Management

 
  • NRAs requested TSOs to comply with the legal requirements of the Congestion Management Guidelines. Following that TSOs in the Region established in Spring 2006 a project to develop a load flow based capacity allocation scheme for the region. The work on that system is in progress.

  • For the load flow based approach TSOs decided to follow the so called "maximum flow" approach. Test calculations will be made till spring 2008 and allow an assessment of the approach in terms of potential market impacts.

  • TSO agreed to establish a regional Auction Office in Freising (near Munich). The needed contracts are under preparation. Decisions on the future General Manager and IT tendering have been made. The formal establishment of the company needs a notification at the relevant competition authorities which is currently in progress and shall be done during spring 2008.

     

Priority II: Transparency 
  • NRAs published beginning of February 2008 in coordination with the Nordic and Central Western Region and after conducting a public consultation a Transparency Report. The report provides the basis for harmonization and implementation of the (wholesale) market transparency rules within the Central Eastern Regional Electricity Market. It contains transparency requirements based on the Guidelines on Congestion Management (Commission Decision of 9 November 2006, 2006/770/EC, amending the Annex to Regulation (EC) 1228/2003 on conditions for access to transmission network for cross-border exchanges in electricity) and the ERGEG Guidelines of Good Practice on Information Management and Transprency.

  • Coordinated implementation of the transparency requirements is foreseen for March 2008 and beginning of 2009 (depending on the information items). The implementation will be monitored by the NRAs.

     

Priority III: Market Entry barriers 
  • EFET presented market entry barriers in the 1st SG meeting in 2006 and an update in the 2nd meeting in 2007. Several improvements have been achieved on a national basis (e.g. licensing) or on a regional basis (e.g. transparency) but also impediments have to be noted. Further work to resolve them will be done continously.

     

Priority IV: Regulatory Competences
  • For key issues for market development (e.g. market design, congestion management, transparency) the respective responsible national body (e.g. NRA, Ministries etc.) per country was identified. The result shows a great variety in the region. In order to achieve coordinated results for the region, a close cooperation of these responsible parties in the further work will be needed.

PREVIOUS KEY ACHIEVEMENTS - March 2007

  • TSO agreed to establish a regional Auction Office in Freising (near Munich). The relevant contracts are under preparation, the formal establishment is foreseen for May 2007.
  • TSOs submitted draft Technical parameter concept for day ahead capacity calculation in March 2007. The concept was discussed in a first step between Regulatory Authorities and TSOs. It will be further refined and underpinned by test calculations.
Priority II: Transparency 
  • The NRAs of the CEE ERI produced a detailed assessment of the current transparency situation compared to the ERGEG Guidelines for Good Practice for Information Management and Transparency.
  • Based on that, further coordinated improvements on data disclosure are envisaged. In order to achieve coordination beyond the region the work done by BNetzA for the Nordic Region will be used as a template.
  • BNetzA provided transparency report from Nordic region as a basis for discussion. Considerations on disclosure of generation data together with Eurelectric will continue.

Priority III: Market Entry barriers 
  • EFET presented a list of market entry barriers and trading impediments per country at the first SG meeting (June 2006). After having identified the obstacles in detail further work to resolve them will be done in 2007.
