KEY ACHIEVEMENTS SO FAR - May 2007

General issues

  • The four regulators on 3 November 2006 published a package of 7 papers covering the priority topics for this region.  Written responses were invited by 19 January 2007
  • Workstreams have now been established to take forward the priority issues.  Stakeholders are widely represented in all workstreams

  • Transmission tarification remains a topic under consideration, and a workstream will be established in the near future.

Priority I: Congestion Management (CM) 

 
  • The French regulator CRE leads a workstream that has started to address congestion management and intra day trade. The 2nd CM workshop was held in Paris on 17 April 2007
  • Removal of reserve prices on IFA
  • Improved secondery trading (UIoSI) to be introduced by September2007.
  • Full intraday trading to be intrdouced by September 2008. (see workstreams section for more information).
Priority II: Balancing 
  • The British regulator Ofgem leads a workstream aimed at promoting reciprocal access to balancing markets. The 2nd w/s meeting took place on 23 March 2007
  • A TSO to TSO model is currently being finalised that will provide such reciprocal access
  • Ad hoc TSO work shop on 11 May 2007 to finalise model e.g. pricing and transparency elements.  (see workstreams section for more information).
Priority III: Transparency 
  • The Republic of Ireland and Northern Irish regulators, CER and Ofreg, jointly lead a workstream aimed at increasing wholesale market transparency across the four territories.
  •  The 2nd Transparency workshop trook place by teleconference on 13 February 2007

  • A  paper is currently being drafted by Regulators with the aim that the Transparency Guidelines for Good Practice are implemented in the region (see workstreams section for more information).
