GENERAL INFORMATION
KEY ACHIEVEMENTS SO FAR - December 2007 

General issues

In 2006,  the work was focused on:

  • Identifying and defining priority topics and  
  • Drafting an action plan that establishes basic organizational matters and actions for the coming year.

In 2007, an action plan for this REM is being implemented. The Electricity Iberian Market (MIBEL) is delivering successful results since 2001 and in this context potential synergies between both initiatives will be explored.  

  • During the 2nd RCC meeting (Paris, 30 May 2007) a work programme was agreed.
  • During the 1st Technical RCC meeting (Madrid, 7 June 2007) an action plan 2007-2009 was approved in order to develop the above-mentioned work programme.
  • Regional stakeholders, Ministries, Regulators and TSOs active in the region met under the chairmanship of DG TREN in the framework of a “High Level Group” meeting on 27 June. The result of this activity was the implementation of a secondary capacity market on the French-Spanish market part of the region in July and the publication of the Regulators’ regional Action Plan. 
  • The 1st SG meeting (Madrid, 3rd October 2007) reported progress on priorities I, II, III and the additional deliverable.

    The 2nd IG meeting and the kick-off meeting of the ad hoc TF will take place in Lisbon on 14th December. The agenda is focused on congestion management improvements.

     
     
     

Priority I: Interconnections and available transmission capacity

Deliverable I.1 and a first input for deliverable I.2 was presented during the 1st SG meeting in October 2007.

TSOs made a first presentation on the current status of interconnection infrastructures in the region and plans to build new lines.

Priority II: Analysis of convergence in transparency and information managementThis topic is being addressed at this moment with the aim of identifying the starting position of the region. The questionnaire on transparency for deliverable II.1  has been answered by TSOs and PXs. The RCC will draft a paper with the main findings from the answers.
Priority III: Improvement of cross-border congestion management methods

Since MIBEL has significantly increased the interconnection capacity between and , work is now focused on how to push forward this issue at the Spanish-French border. 

First papers on deliverable III.2.a: "quick-win improvements in the long and medium term explicit auction mechanisms" have been drafted by TSOs. The RCC decided in its 3rd meeting (Madrid, 16th November) to push forward these improvements in a new version of the IFE rules.

Regulators had a first discussion on market coupling between MIBEL and the current TRILATERAL (and forthcoming Central West region) market coupling. It will be addressed during the 1st ad hoc TF meeting on 14th December. 

Priority IV: Analysis of the compatibility of the rules of the MIBEL and French markets

This topic will be addressed in a later phase.

Additional deliverable.

This deliverable was presented during the 1st SG meeting in October 2007. The lack of competences of CNE in cross-border issues is an important result of the study.

During the 2nd RCC that took place on 30 May 2007 in Paris a work programme was agreed.

During the 1st Technical RCC meeting on 7 June 2007 in Madrid an action plan 2007-2009 developed the above mentioned work programme.

Priority I: Interconnections and available transmission capacity

Different groups will work on identifying the starting point of the region. TSOs will make a first presentation on the current status of interconnection infrastructures in the region in September 2007 (expected).
Priority II: TransparencyThis topic will be also tackled with the aim of identifying the starting position of the region. A questionnaire will be delivered to TSOs and PXs in September 2007.
Priority III: Evolution of the mechanism for congestion management in the France-Spain interconnection Since MIBEL has significantly increased the interconnection capacity between and , work is now focused on how to push forward this issue at the Spanish-French border. First papers on this issue are related to TSOs responsibilities and will be ready by September 2007.

Priority IV: Analysis of the administrative procedures for the changing of the legislation in force in each country

The first draft by regulators will be issued in July 2007.

Priority V: The compatibility of the rules of the market

This topic will be addressed in a later phase.
