• Regulators, National governments, TSOs and power exchanges from France, Portugal and Spain met on 20 July 2007 in Madrid in the context of the 1^st Implementation Group meeting for the SW Electricity REM.

   

• Participants in the meeting welcomed the ERGEG Electricity Regional Initiative and agreed to fully contribute to this project in SW Europe.

   

• The meeting participants agreed that interconnections and available transmission capacity is the main priority for the region. Furthermore, transparency and improvements of cross-border congestion management methods will be addressed in a first stage of the action plan for the region.

   

• Participants in the meeting highlighted the progress made within MIBEL ( Iberian Peninsula electricity market) during last months considering it as an important step for the South-West Electricity REM and for the European energy internal market construction.

   

• During the meeting the detailed action plan for the region was reviewed and the participants approved it with slight changes (see attached document).

   

• In the context of improvement of cross-border congestion management, an “ad hoc” task force was set up, particularly to work on deliverable III.2.b (“Longer-term” improvements in the long and medium term explicit auction mechanisms). Regulators, TSOs and PXs will appoint a person to join the “ad hoc” TF.
